ok, im kind of new too but i think i have a pretty good idea on this 1. u can model the tail, or, i heard u can use the indiana jhones whip for a tail. 2. im not really sure hot to answer 2...srry and for 3. since u want a tail, if ur gonna use whip idea, then get Indy, otherwise buy the mugg with the most accessories that still has the body u want. save the accessories for another mugg u may want to make.

Buy the cheapest Mugg you can and sand him with a nice fine sandpaper. It won't matter what one it is then.

I used the horns from a spare Mola Ram headress to make a tail for my forthcoming Frieza custom. It worked well, but I guess it depends on what kind of tail you are going for (length, bald/fur, etc).

Theres no right mugg to use for customs, if you cant find a blank, try finiding a lightly colored mugg with ACCESSORIES!! they come in handy down the road. but depending on who your customizing, you might find one that has hair, or a hat, claws, or a "dress" etc..etc. Most people like to get the one with the most accessories thou, you might need them on another mugg. But make sure you wash everything in warm water with a mild dish soap prior to priming to get all the oils off. Also, because the muggs are hollow, make sure to let them dry thuroughly to ensure all the water is out from the inside of them or it will run your paint.
As for the tail. you might try the whip. I know people have tried to mold them out of clay, some say it works, others crack. or check out your local home depot or lowes and take a walk around. look for some kind of rubber piping or tubing possibly... just a suggestion.
